On behalf of the Ministry of Health of the Russian Federation, I warmly welcome the participants and guests of the Congress on Mental Health: Meeting the Needs of the XXI Century, held on the eve of World Mental Health Day.

Mental health is an integral part and, without exaggeration, one of the most crucial components of every person's well-being. It is impossible to overestimate the importance of the citizens' mental health state-wide; mental stability, consistency and emotional comfort lay the foundation of sustainable development of society, political stability, economic prosperity of any country.

Effective prevention in the field of mental health, the development of advanced methods of treatment of diseases, scientific breakthroughs in this field are only possible under the condition of constant professional dialogue at the international level, exchange of views and getting acquainted with the best practices that have been successfully tested and implemented in different countries of the world.

The Congress on Mental Health: Meeting the Needs of the XXI Century, opening today, is to become exactly such an authoritative platform for an intensive multilateral, interdisciplinary dialogue. The Congress will be hosting the leading Russian and foreign experts in the field of mental health from 30 countries, represented by specialists in the system of healthcare and social protection, science and education, art and culture, sports and physical education, economics and law, information and press.

I am sure that the scientific program of the Congress will be in great demand and will consolidate the international expert community to form a consensus on the prevention, treatment and preservation of mental health; lay the bases for moving forward in terms of mental well-being of millions of people.
